On January 5, 2010, Bicycle Coalition staff met with Councilmen DiCicco and Kenney, Deputy Mayor Rina Culter, other city agency staff and the Philadelphia Bicycle Messenger Association to discuss proposed legislation that was introduced in November 2009, which the Bicycle Coalition opposed. This meeting resulted in the creation of a Bicycle/Pedestrian Safety Committee which will investigate policies, actions, regulations and legislation to increase safety. Until the Committee makes its recommendations, the Councilmen have agreed to hold their bills.
The bills introduced in November proposed to increase fines and confiscate bikes without brakes ( 090828 ) increase fines ( 090829 ) and require mandatory registration (090845 ). Councilman DiCicco also made comments after the bills' introduction.
