Helping The Philadelphia Sanitation Dept. Bike At Work
|This February we were approached by the Philadelphia Department of Sanitation with an interesting request. Their Streets & Walkways Education and Enforcement Program (SWEEP) enforces the Sanitation Code through street patrols. A small number of SWEEP officers use bikes in the course of their work, but the Dept. of Sanitation wanted to encourage more employees to bike. Could we provide bicycle training to their litter enforcement officers? We said of course.|
Our Safe Routes Philly staff ran two four-hour trainings, one in late March and the other in early April. With the assistance of a volunteer, Steve and Diana ran 21 participants through an urban riding basics classroom training and on-bike drills.
Of the SWEEP employees, only one said he had biked regularly in the past ten years. But the truism was reinforced: everyone remembered how to ride once the training moved outside to the parking lot.
Roughly seven women participated, and they were much more enthusiastic about the possibility of incorporating bicycling into their workdays. The men were less openly interested, although the subset who opted to participate in an on-street ride through the neighborhood had a good time.
It was an educational experience for us as well. Hearing the participants' reasons why they were, or were not, interested in bicycling was invaluable data for our efforts to increase Philadelphia's bicycling mode share. The workshops also served as a quiet launch of our summer Bicycle Ambassadors season.
The Department of Sanitation's reach out to us tells us something else: that bicycling as a viable transportation option is continuing to gain purchase in Philadelphia. For years we have championed bicycling as a widely-applicable mode of transit for our region. The City of Philadelphia is increasingly buying into that vision, and with such stakeholders' actions will come a steady shift in perceptions.
In short: when you get a ticket for inappropriately stored trash from a city worker on a bike, you know that your city is a bicycling city.
